White Smith Cousino led a consultant team that assisted Chesterfield County with its innovative Zoning Ordinance Modernization (ZOMod) project. The Zoning Ordinance required a comprehensive update to fully implement the vision and goals outlined in Moving Forward, the Comprehensive Plan for Chesterfield County.
White Smith Cousino worked with a team of experts, including WSP, Kendig Keast Collaborative and Dover Kohl & Partners, to develop a Zoning Ordinance unique to Chesterfield County. An innovative feature is the inclusion of alternative development options within individual zoning districts, which achieves both flexibility and predictability. The code also establishes land-use standards for mixed-use areas throughout the County and introduces a broad palette of amenity space within each zoning district. WSC updated the administrative procedures to minimize the reliance on the County’s conditional use process.
The Board of Supervisors approved the ZOMod project at its September 17, 2025, meeting. It takes effect on January 1, 2026.
