White Smith Cousino recently completed a comprehensive update to the Sign Regulations for Oklahoma City, Oklahoma. The City wanted the sign regulations to comply with the content-neutrality standards in Reed v. Town of Gilbert, 576 U.S. 155 (2015) and to align with goals in the Comprehensive Plan, planokc, for improving the aesthetics of road corridors while ensuring visibility for local businesses.
Mark White facilitated extensive public outreach in developing the sign standards, including multiple presentations to a stakeholder advisory committee, coordination with the local sign industry and neighborhood interests, and prepared a benchmarking report to evaluate the billboard standards in other cities.
The new sign code includes a content-neutral sign allocation system, adds graphics and a user-friendly code layout, and includes updated regulations for digital signs, nonconformities, and abandoned signs. The City Council adopted the new Sign Regulations in February 2024.
