White Smith Cousino prepared a comprehensive rewrite of the Sign Regulations for the City of Overland Park, Kansas. The City wanted to 1) comply with the content-neutrality standards in Reed v. Town of Gilbert, 576 U.S. 155 (2015); 2) address technological changes in digital signs; and 3) provide more flexibility for sign users. Mark White worked with City staff, a Planning Commission subcommittee, and a sign stakeholder Steering Committee to tailor standards that work for Overland Park.
The project deliverables included a new Sign Code, as well as an Overview of the Sign Code Update, a User Guide, and a Guide to Sign Types for the City to share on their website to assist residents and local businesses in understanding the new standards that are part of a content-neutral sign code. Mark presented the project deliverables at a joint City Council-Planning Commission Meeting, and the City Council adopted the new Sign regulations in November 2020.
