Mark White prepared one of the first post-Reed v. Town of Gilbert sign code updates in the nation, which was unanimously adopted by the Unified Government. As an attorney and city planner, Mark is a national expert on First Amendment issues as they relate to signs and, in particular, the Supreme Court’s 2015 decision in Reed.
The Unified Government’s previous sign code was outdated and difficult to use. In addition to compliance with the Reed decision, the sign code update was intended to ensure the regulations regulate structure and placement, and not content; are flexible; provide clear definitions and regulatory requirements; and reduce variance requests. As part of the update process, Mark facilitated five (5) Advisory Committee meetings and four (4) rounds of public meetings.
