White Smith Cousino prepared a comprehensive rewrite of the Sign Regulations for the City of Westminster, Colorado. The City wanted to:
- Comply with the content-neutrality standards in Reed v. Town of Gilbert, 576 U.S. 155 (2015);
- Improve organization and clarity; and
- Balance the aesthetic and economic interests of the community.
The WSC team worked for three years to prepare sign regulations that accomplished Westminster’s goals for high aesthetic quality in signs. Mark White and the project team conducted community engagement and stakeholder interviews, engaged in thoughtful research, surveys, and testing, drafted the code, and responded to client review and feedback. The project deliverables included a sign code assessment report and a survey of standards from other front-range communities, culminating in the new Sign Regulations, which the City Council adopted in December 2020.
