WSC partner, Tyson Smith, has worked with the City of Delaware, Ohio for over twenty years, initially to adopt its first impact fee ordinance in 2004. Delaware’s program at that time included fees for police, fire/emergency services, and parks. To help the City get its program running, Tyson developed a packet of administrative forms and provided training to City staff. In 2006, the City added municipal facilities to its program.
Since that time, Tyson has worked with City staff and the City attorney as the fees have been updated, defended, alternative approaches explored, and new facilities added.
WSC was hired in 2025 to assist in the development of a proposed transportation impact fee for consideration by the City Council.
Other Ohio impact fee clients have included: Delaware, Fairfield, Pickerington, and Sunbury.
