Horry County is one of many local governments in the state that White Smith Cousino’s planners and attorneys have assisted in the development, implementation, and update of complex impact fee programs. Consistent with the South Carolina Development Impact Fee Act, Horry County’s approach took into consideration multiple incorporated areas within the county and numerous regional service providers. We supported development of impact fees for parks and recreation, stormwater, transportation, fire, and law enforcement impact fee programs. Other South Carolina impact fee clients have included Beaufort County, Georgetown County, York County, Dorchester County (schools), Aiken County, Anderson County, and Hilton Head Island.
