White Smith Cousino worked with Loudoun County, Virginia, to update the Sign Regulations as part of a comprehensive rewrite of the Zoning Code. Partnering with consulting team lead WSP to update the County’s regulations to align with the County’s 2019 Comprehensive Plan, the WSC team focused on performing a code audit, conducting best management practices research, and updating sign and parking regulations.
The County wanted to comply with the content-neutrality standards in Reed v. Town of Gilbert, 576 U.S. 155 (2015) and to clarify the measurement standards for signs. The WSC team prepared an assessment report of the sign regulations in addition to the new regulations. Mark White prepared the text, and Justin Wallace prepared graphics to illustrate the sign standards and also produced other supporting graphics to illustrate the Code. The County’s Board of Supervisors adopted the updated Zoning Code in December 2023.
