The Town of Ponce Inlet is a quiet, beachfront community on the southern tip of a barrier island, south of Daytona Beach. The Town retained White & Smith to complete a rewrite of its Land Use and Development Code (LUDC) with the goal of maintaining and enhancing the Town’s unique, seaside charm.
As part of Phase 1, we evaluated and confirmed current policy and practices by conducting workshops with elected and appointed officials, meeting with key stakeholders, and collaborating with staff. White & Smith identified inconsistencies between the Town’s Comprehensive Plan and compiled a list of gaps and concerns.
The updated LUDC included streamlined procedures, implemented growth management, and improved land development regulations to protect environmentally sensitive lands, while also providing access to open space. The new LUDC incorporated a Planned Waterfront District, unique to the Town, which included district-specific form-based development standards and protection of visual and physical access to the waterfront. The district included incentives for certain water-oriented uses, such as boat slips, marine facilities, and working waterfront uses.
