The Town of Wake Forest is a fast-growing community positioned just north of Raleigh and northeast of North Carolina’s Research Triangle Park. Wake Forest has experienced significant growth since 1990s, with the current population over 56,000 residents and projections to increase by 150% to 119,000 people in 2040.
In 2025, White Smith Cousino was hired by the Town of Wake Forest to perform professional planning services in preparing a consolidated impact fee ordinance, based on North Carolina general and local legislation. The fees include Parks and Recreation, Multi-Modal Transportation, and Fire components. Recommendations are based on fee studies prepared by Benesch and current fee ordinances in place.
Part of the scope of services includes a document which summarizes the planning process, public input process, maps, data collected, process for analyzing level of service standards, process for developing impact fees, the analysis of forecasted needs and implementation strategies.
As of 2026, this project is pending review and adoption by the Planning Board and Board of Commissioners.
