In 2017 and 2018, White Smith Cousino, in partnership with Benchmark Planning, Marstel-Day, and American Structurepoint, conducted a Joint Land Use Study process with the Miami County Economic Development Authority (MCEDA), local governments, and Grissom Air Reserve Base (Grissom ARB). This was the first JLUS for Grissom ARB. White Smith Cousino also drafted two Military Overlay Zoning Districts to address air operation influence areas near Grissom ARB—one for Miami County and one for the Town of Bunker Hill.
In 2019, MCEDA again hired WSC to implement several JLUS recommendations. We prepared Military Overlay Zoning Districts for five additional jurisdictions around Grissom ARB; drafted a military coordination and planning agreement for Grissom ARB, MCEDA, and nine local governments; and created public awareness materials, including a voluntary real estate disclosure.
As part of the JLUS implementation project, WSC, in partnership with CHA, Shiel Sexton, and Marstel-Day, completed the Grissom ARB Operational Areas Action Plan. The plan implements a high priority strategy from the 2018 Grissom ARB JLUS to develop an action plan to achieve land use compatibility in the base’s North Clear Zone. The plan also addresses compatibility in other Grissom ARB Operational Areas, including the South Clear Zone, VORTAC standoff areas, taxiways, and the runway primary surface.
