In 2024, White Smith Cousino began working with Harford County, Maryland to update its school Adequate Public Facilities Program, including level of service standards, attendance zone considerations, time-of-testing, and continued coordination of its program with the public school district and the three municipalities in the County also implementing school adequacy programs. As part of our work, we have prepared an analysis of alternative frameworks so local decision-makers are informed of the results of any policy changes.
