White Smith Cousino worked as part of a team to implement key components of the 2015 Joint Base Lewis-McChord Joint Land Use Study related to serious encroachment concerns in the North Clear Zone (NCZ) within the City of Lakewood, Washington.
Tyson Smith co-authored the 2017 JBLM North Clear Zone Action & Implementation Plan (AIP), which sets forth a phased strategy consisting of six actions and corresponding implementation steps designed to be carried out in a specific sequence in order to achieve the desired end state and acceptable interim outcomes, while balancing benefits and costs among project stakeholders.
Tyson also authored a Memorandum of Agreement (MOA) for the South Sound Military & Communities Partnership (SSMCP). The MOA provides a framework for collaboration in the south Puget Sound region between local governments, military installations, State agencies, and Federal agencies to better coordinate efforts in areas such as military relations, transportation and land use planning, environmental protection, emergency preparedness, and economic development.
Recognizing the benefit of a regional approach to implementation of regulatory changes, the SSMCP hired the WSC Team in 2018 to prepare a report and recommendations related to land use compatibility in military impact areas and a detailed outdoor lighting study.
Also in 2018, SSMCP contracted with WSC to complete implementation of AIP Action #5, which involved development of a plan to accomplish a land swap with the ultimate goal of protecting the NCZ from incompatible development.
