In 2021, White & Smith, Benchmark Planning, and Marstel-Day completed the first ever Compatible Use Study (CUS) for Little Rock Air Force Base (LRAFB).
Not only did our work include an extensive assessment of the regulatory and legislative landscape in the state, but White & Smith led the Legislative Subcommittee of the CUS Policy Committee in the development of draft legislation updating military compatibility statutes for the state of Arkansas.
In June 2021, the City of Jacksonville Economic Development and Cultural Alliance again hired our team to begin implementation of the CUS. Our work culminated in a final CUS Phase II Report that included a wide variety of deliverables, such as:
- Intergovernmental agreement creating the LRAFB Regional Planning Committee;
- GIS layer illustrating the extent of local government jurisdictions’ authorities;
- AICUZ and military-related overlay zoning district ordinances or updates for Pulaski County, Austin, Cabot, Jacksonville, Maumelle, North Little Rock, Sherwood, and Ward;
- Administrative Guidelines for Military Compatibility and Coordination; and
- Community outreach materials, including jurisdictional information sheets and real estate disclosures.
