Unparalleled Code Experience in our Home State

Our partners and planners have worked in every region of the state over the last 30 years, for cities, counties and Councils of Government.  In addition to full code rewrites throughout the state, our local government experience includes PUD/Development Agreements; Affordable Housing and Missing Middle programming; Impact Fees/Concurrency; Sign regulations; Resiliency Implementation; Adult Use regulations; Short-Term Rentals; Military Compatibility; and Corridor/Downtown Plans and Design.    

Mount Pleasant Zoning Code Update

Adopted in January 2025 

Greenville County Unified Development Ordinance

Adopted in December 2024 

Cherokee County Zoning Ordinance (2025)

White Smith Cousino is assisting Cherokee County with consideration of its first zoning ordinance, focusing on the I-85 corridor and other high grow areas.  

Recode York: Zoning and Subdivision Regulations Update

Adopted in February  2022

Dorchester County School Impact Fee for DD Two (2025)

White Smith Cousino is working with Dorchester County staff and other involved agencies in the development of DD Two's first impact fee program. 


We have assisted over 10 communities in South Carolina in the development of impact fee programs and updates.  

Forest Acres UDO, Downtown Corridor, and Redevelopment Plans (2025)

White Smith Cousino has developed a complete update of the City's Zoning and Land Development Codes as a Unified Development Ordinance.

Calhoun County Rural Zoning

Adopted 2022

Georgetown Flex, PD, and Redevelopment Districts

Adopted 2018

Lancaster County UDO Update (2025)

We are working with the County Council to update its UDO, specifically adding or enhancing rural character protections, Flex and PD Zoning, Signs, Corridor Overlays, and Sub-Area Development Standards.


Outreach and Decision-Making techniques have included "Density-Visualization" exercises with County officials.

City of Charleston Zoning Code Update (2025)

White Smith Cousino is assisting in the update of Charleston's Zoning Code, including implementation of City Plan and the City's 2019 SLR Projection Strategy.  

Kiawah Island Short Term Rentals (2003)

WSC planners, along with White & Smith Zoning Law attorneys, worked with the Town of Kiawah Island to develop it first short-term rental standards and regulations. 


Other short-term rental clients in SC include York County, Mount Pleasant, Hilton Head Island, and Charleston County.
